The short version
EPA 608 is a federal certification for handling refrigerant. You need it to buy and work with refrigerants. It is not a license and it does not let you contract.
The Florida Air Conditioning Contractor license (Class A or B) is the state credential that lets you contract for HVAC work and pull permits. It comes from experience plus two state exams, not from a course.
Why this confusion is expensive
In a lot of trades "getting certified" is the recognized path, so people apply the same logic here. In Florida contracting, the operative credential is a state license issued under Chapter 489 on the basis of experience and examination.
The consequence is concrete. You can hold EPA 608 and every manufacturer certification going and still be doing unlicensed contracting the moment you replace a system. And unlicensed contracting in Florida is subject to criminal penalties, cease-and-desist orders, and administrative fines — it is not a paperwork oversight.
What each credential actually does

Training is not wasted — the license path assumes four years of experience, and school and manufacturer programs build the competence behind it. It is just not a substitute, and no course issues a Florida contractor license.
What the license actually requires
Under Chapter 489 the route is:
- Four years of experience, which may include approved education credits.
- Pass the Trade Knowledge exam — for Class A, 130 questions delivered in two open-book sessions of 65 scored questions each, roughly 4.75 hours per session, 70% to pass.
- Pass the separate Business and Finance exam. Both are required.
- Meet financial responsibility — a FICO score of 660 or higher satisfies it; below that, a 14-hour financial responsibility course is required.
- Carry insurance — a minimum of $100,000 public/general liability and $25,000 property damage under Rule 61G4.
Both exams are administered by Professional Testing, Inc. for the DBPR and the Construction Industry Licensing Board.

Is the exam hard if I already do the work?
The technical half is familiar ground for a working tech. What catches people is the rest: Florida Building/Mechanical and Energy Code, heat load and duct design, and Business, Law and Licensing under Chapter 489 — material that daily service work never forces you to formalize.
The exam is open book, which sounds generous and is not. The proctor allows a specific list of references — the Florida Building Code-Mechanical, the Florida Energy Code, refrigeration and air conditioning technology textbooks, EPA 608 material, and OSHA construction standards — and you are expected to bring tabbed, marked-up copies. With 65 scored questions per session, the test rewards knowing where to look rather than what you memorized.
