Florida HVAC work answers to the Florida Building Code – Mechanical and the Florida Energy Conservation Code. The energy code is the one that surprises people: it governs duct sealing, and it is specific about which methods are acceptable.
Duct sealing: the item that fails inspections
The Florida Energy Conservation Code requires duct joints and seams to be sealed, and it names what qualifies:
What does not qualify: standard cloth-backed duct tape. Despite the name, it is not approved as a long-term duct seal. This catches people who learned the trade informally, and it is trivially visible to an inspector.
If you take one thing from this page onto a job site: the tape in the truck is probably not the tape the code wants. Check that it is UL 181 listed.
Equipment access and passageways
Where equipment is installed under a floor or in a crawl space, the access opening and passageway must be sized to remove the largest appliance and permit service access. Not just for a technician to reach it — large enough to get the unit out.
It is an easy provision to design around and an expensive one to discover at inspection, because the fix is structural rather than mechanical.
Ventilation and exhaust
A representative case that comes up on the exam and on jobs: a kitchen range hood that recirculates air rather than exhausting outdoors is generally permitted only when it is listed for recirculation and the manufacturer allows it, where code permits in lieu of outdoor exhaust. The pattern generalizes — listing and manufacturer instructions carry real weight in the mechanical code, not just marketing weight.
Permits and inspection
Code compliance is enforced through permitting. Most work installing or replacing mechanical equipment requires a building permit before work begins, and the permit holder is responsible for calling the required inspections at the appropriate stages. See when an AC replacement needs a permit.
Code provisions and their application change over time and are interpreted by individual building departments. Verify current requirements with the authority having jurisdiction and against the current code before designing or installing.
Code is a whole content area on the exam
Florida Building/Mechanical & Energy Code is one of the ten official content areas on the Florida Air Conditioning Contractor exam. It sits alongside heat load, airflow and duct design — and together those two are where experienced service technicians most often lose points, because daily repair work does not force you to learn either formally.

The exam is open book, and the approved reference list tells you what the state expects you to work from:

You are expected to bring tabbed, marked-up copies.
