Why it matters more than it sounds

The difference is not a label — it is your working radius. A registered contractor who takes a job one county over is contracting outside their license. Since unlicensed contracting in Florida is subject to criminal penalties, cease-and-desist orders, and administrative fines, "outside the jurisdiction that licensed them" is not a technicality to work around.

For anyone whose customer base spans a metro area, or who follows storm work, certification is the difference between chasing demand and being fenced in by it.

Certified vs registered at a glance

Licensing categories are set under Chapter 489 and administered by the DBPR and the Construction Industry Licensing Board, and they change over time. Confirm current requirements with the DBPR before applying.

What certification requires

1. Four years of experience, which may include approved education credits.
2. Pass both examinations — the trade-knowledge (technical) exam and the Business and Finance exam. Passing one is not enough.
3. Financial responsibility — a FICO score of 660 or higher satisfies it; below that, a 14-hour financial responsibility course is required.
4. Insurance — minimum $100,000 public/general liability and $25,000 property damage under Rule 61G4.

The qualifying agent

One concept worth understanding before you structure a business around a license. The qualifying agent is the licensed individual who applies for and supervises all of the contracting activities of a business entity, and who is legally responsible for those operations.

That is why "my boss has a license" is not the same as your company being licensed, and why qualifying someone else's business is a decision with real exposure attached. The responsibility follows the licensee, not the payroll.

Keeping it

Florida construction licenses renew biennially, with continuing education required each renewal period. The point of CE is to keep licensees current on codes, laws, and safe practices — which in this trade means the Florida Building and Mechanical Code, energy-efficiency requirements, and Chapter 489 itself, all of which move.

The exam is the gate

Certification runs through the state examination, and that is the part experience alone does not carry. The Class A Trade Knowledge exam is 130 questions in two open-book sessions of 65 scored questions each, roughly 4.75 hours per session, 70% to pass each portion, administered by Professional Testing, Inc.
